World Bank says Russia could join digital transformation leaders

MOSCOW, Oct 15 (PRIME) -- Russia could become one of the leaders of digital transformation thanks to its correct strategy of developing the key industries, the World Bank said in a report dedicated to the country’s strategic challenges and seen by PRIME on Monday.

If the focus of the country on digital transformation as a national priority is supplemented by fulfilment of an effective strategy of development of the key industries, the country could become one of the leaders of digital transformation and get ready for a technological breakthrough to reap economic and social dividends, the research read.

From the point of view of transformation of the state sector, the country took into consideration all the best global practices and reached some success in elaboration of a reliable national infrastructure of broadband access.

The World Bank mentioned the country’s high level of mobile connection penetration and improving quality of e-government services with digital technologies in education, healthcare, culture, and social servicing.

Barriers still remain on the inter-departmental level, in transformation of internal processes in state management and data management.

Business lags behind in the use of digital technologies, and the country should apply digital tools to strengthen competitiveness of the key industries, including through digital transformation of leading state companies from top downward.

The World Bank also recommends the government continue designing an effective system of regulation stimulating innovations and pay more attention to protection of intellectual property rights and patent regulation.
